IDO PI CAD: Dimensions of Police Community Affairs and Development

The PNP Memorandum Circular 2019-046 “Tagataguyod” was implemented to advocate, reflects the inherent Filipino character which stands and leads to make a cohesive community generating a more secure and safe place to live, work, and do business. Infuse the importance of social awareness and cultural understanding, acknowledge the crucial contribution of the family at the core of the community, the use trends in communication innovations, enhanced community engagement, sustain community support, make services more accessible and recognize the role of the international community to forge stronger stakeholder relations.

The logical, flexible and consistent three-dimensions tools of the Police Community Relations are: Information Development Operations; Public Information; and Community Affairs and Development.

The Information Development Operation Influences perception and decision making of target audience through interplay of words, symbols, and actions. The eligible and trained PCAD Officers as lead for activities in the conduct of target audience and issue analysis. With this dimension, the use of appropriate themes and messages is important because it serves as link to Public Information and Community Affairs and Development for synchronized operations. Furthermore, IDO also provides support for Strategic Communications (StratCom) in order to address real-time issues which affects the national status quo in order to create a products SUCH words, actions, and images, or a combination, which can be expressed in TRIMP that would be minimum of 4 posts daily with monitoring and evaluation by IORC.

Issue management, communication support operations, internet-based support operations and product development are the product of the Information Development Operation (IDO)

Moreover, the Public Information provides validated, accurate, and timely reports and information intended to empower and educate the community, and encourage community participation. Such as

Providing public awareness prior, during and after the activities by utilizing Television, Radio, Internet, Messaging, and Print. It should include non-classified information for dissemination. RCAD/RPIO or Heads of Offices shall be interviewed (press release). Conduct of regular Monday Media Briefing. Only recognized Press Corps shall be authorized to cover stories. Engagement of Social Networking Team to amplify messages. And dissemination of active hotline numbers.

Social media engagement and information advocacy and dissemination through TRIMP and other available platforms is the main function of the Public information

Lastly, Community Affairs and Development functions as to arouse, organize and mobilize the community by seeking the support, trust and confidence of the people in the community through strengthened linkages such as the conduct of activities from National Headquarters down to City/Municipal level – community support operations. Private sector partnership and collaboration, monitoring of Barangay Peacekeeping Operations, empowerment of Barangay Peacekeeping Action Teams, and Pulis sa Barangay and observation in the implementation of CSOP.

The purpose of the PNP Memorandum Circular 2019-046 “Tagataguyod” is to provide support in quad operational concept by strengthening police community affairs and development programs and activities. Harnessing citizens’ participation as PNP partners in the maintenance of public order and safety. Gain higher level of public trust and confidence for the PNP. And make PCR as a basic police competency, the police being a role model and a servant leader in the community.
